The event was focused on presentations and discussions regarding the issue of methodology for evaluations and impact assessment studies, so that results are comparable and allow an overall synthesis giving a global view of what has been achieved with the FPs. The Workshop included a Commission’s presentation of its organization and evaluation strategy, contributions from experts in public policy evaluation, presentation of existing studies and approaches at the levels of the EU institutions, member states and stakeholders. Attention was given to lessons on how to implement the outcome of evaluation.

ERA-in-Action workshop – Impact Assessment of European Framework Programmes in the European Research Area

SUMMARY REPORT OF THE WORKSHOP

PRESENTATIONS

This ERA-In-Action workshop was focused on ex-post assessment of the impact of European FPs in the sense of added value - mainly economic added value and impact on innovation and competitiveness. The workshop was not centered only on statistics and should avoid “pure monetary return discussion”. It concentrated on the methodologies and chosen criteria selected for measuring of FPs impact and existence of national impact studies in different European countries.

At the workshop experts form three different countries were holding presentations on their approach to national FP impact assessment studies. Other attendant experts form different European countries introduced their national impact studies shortly during the round table discussion. All participants received a questionnaire concerning impact assessment studies.

In the second part of the round table the main problems identified in the first part of the round table were discussed. The main goal of the workshop was sharing of best practices, problems experienced and solutions found.
